On Tuesday, Rosneft announced that it will begin to drill the first oil well in Arctic with the assistance of Statoil in Norway, in spite of the Russian oil sector suffering from the sanction by EU.

Rosneft states that the oil well is located at the Barents Sea which is one of the four oil wells that Rosneft received 20% of interests from competitive tender in 2013. And it is also the newest foreign cooperation project of the corporation, showing the limitation of sanctions formulated by EU on the future contacts and partnerships.

Exxon Mobil will also begin to exploit in Arctic region of Russia in this summer. The project of joint venture with Rosneft will utilize a drilling platform of SeaDrill, the largest global offshore drilling corporation controlled by the richest from Norway, which has already in Kara Sea.

Statoil and ENI signed cooperative agreement with Rosneft respectively, to help Rosneft seek for huge energy resource in remote Arctic region.

However, those partnerships are not only suffering form the sanction by the Western, but also against by World Wildlife Fund, Greenpeace and other environmental protection organizations. They consider that the risks of oil leakage in Arctic highly exceeds the benefits brought the local energy resources exploitation.

Statoil has 40% of interests in Pingvin oilfield. It expects to cooperate with Ronsneft to have a good exploration in the region after dismal exploration season in Barents Sea since 2014. Statoil found the largest oil reserves in Johan Gastberg oilfield in Barents Sea so far during 2011 and 2012. But it announced to delay exploiting the oil field after disappointing further exploration.

Many oil corporations hope that Barents Sea in Norway will become the next large scale oil exploiting area. Dozens of corporations have already applied for exploration permit in that sea area. But the sea area is still lack of infrastructures and the costs are quite high.
