UN Cut off Oil Financial Resources of Terrorists

On July 28, UN Security Council Supported the proposal of Russia to forbid every country purchasing oil and gas resources from terrorists, ISIS and Al-Nusra Front in Iraq and Syria, or the country would suffer from sanctions of UN. ISIS and Al-Nusra Front had already been listed on sanctions blacklist by UN before.
 
It was reported that UN Security Council passed through a presidential statement claiming that the country who dealt oil with ISIS and Al-Nusra Front in any way would be considered as providing financial support to terrorists and sanctioned by UN. UN Security Council fears that rich terrorists will utilize the capitals to recruit more personnel, highly improving their strength and carrying out more terrorist attacks. On July 29, Christian Science Monitor reported that more than 2,000 teenagers in Europe had already left their own home to go to Syria to join in terrorists, becoming new threat to the Western.
 
Reuters reported that ISIS swept the northern on Iraq and captured 4 small oil fields last month. Currently, ISIS sells crude oil and gasoline to subsidize Khalifa. Recently, it captured the largest oil field in Syria from Al-Nusra Front. Churkin, Russian permanent representative to UN said,” Russia has reliable evidence to show that ISIS and Al-Nusra have already begun the oil trade. It is reported that some of oil products are sold to black market by ISIS. In general, the price per barrel is not higher than 30 USD. A large number of Iraqi merchants buy those illegal products at a low price, then crossing war zone and sell at a high price. Industry has been formed in somewhere of Iraq. Iraqi officials estimate that ISIS can acquire high profit about one million USD only in Iraq. If adding up with energy resources in Syria controlled by them, the profit is quite significant.
 
However, David Barth, a Middle East expert of The Royal Institute of International Affairs Chatham House disapproves with that. He says that gas sales of ISIS are limited. More over, related facilities are damaged seriously when they capturing gas fields. For that, the only approach is oil products. But some experts claim that terrorists also have technical problems during oil exploitation. For example, in some areas of Syria, terrorists can only exploit 10% of normal output of crude oil from the same oil well.
