The new sanction on Russia which will be reached by leaders of EU countries includes prohibition of oil related technology exporting while excludes gas related technology being crucial for Russia.
Concession of EU on gas related technology shows that EU avoids putting its weak economy into danger when reaching a compulsory sanction on Russia. Two messages came from a letter that European Commission sent to leaders of EU countries which referred to that consensus was being formed gradually on part of critical principles.
When referring to the sanction on sensitive technology, Herman Van Rompuy, the president of European Commission writes that a forming principle is that sanction on sensitive technology will only influence oil industry, not including gas industry, due to the necessity of ensuring energy safety in EU.

In the early of last week, Guenther Oettinger, energy commissioner of EU reiterated that he would never support the sanction on Russian physical energy supply. However, he also said that Russia should take measures to end the crisis in the eastern of Ukraine, or mature oil and gas related technology which would be used for energy production in Russia in the future could also be sanctioned.
Several fields facing with sanction include limitation on a set of technology exports. This may delay South Stream gas pipe to export Russian gas crossing through the Black Sea.
