Kazakhstan Approved of Russian Oil Transiting to China

On June 26th, upper house of Kazakhstan’ parliament authorized the cooperation contract that Russia could export oil to China through Kazakhstan.
The contract prescribes the conditions that corporation assigned by Russia utilizes the oil pipeline in Kazakhstan to transmit 7 millions oil to China annually. Based on the protocol frame, Russia will assign corporation to transmit oil to China through the oil pipeline in Kazakhstan. The corporation has right to use Omsk (Russia) – Atasu (Kazakhstan) – Alataw Pass (China) oil pipeline to export oil to China.
Under the permission of both sides’ ability, Russian oil export to China will be increased to 10 million tons per year. But Russia and Kazakhstan need to sign other supplemental contracts. Based on the contract, Kazakhstan has right to impose transit expenses for Russian oil through oil pipeline in Kazakhstan.
In the last December, during the visit to Russia carried out by Nazarbayev, the president of Kazakhstan, Kazakhstan signed the contract with Russia. As the corporation assigned by Russian, Rosneft negotiated with Kazakhstan National Petroleum and Gas Corporation and Kazakhstan Oil Transportation Corporation and reached preliminary agreement that Russian exported oil to China through oil pipeline in Kazakhstan in last year. In the early of June, lower house of Kazakhstan’ parliament had already authorized the contract. When upper house and lower house have authorized, the contract will be submitted to president and take effect after being signed by president.
