EU Plans to Interfere to Ensure Gas Supply in Winter

On Thursday, a pressure test result published by EU showed that EU may interfere to ensure gas supply in winter, under the circumstance that Russia gas supply would be affected by Ukrainian crisis.
 
Thursday, Guenther Oettinger, the energy commissioner of EU released the pressure test result that concerning 28 members of European Union and 10 neighbors. The test result is expected to affirm level of damage suffered by Europe, if Russian gas supply is cut off for 6 months.
 
Guenther Oettinger said, “If we can work together, showing our unity and adopting the measures suggested in the report, no European families will get frozen in this winter.”
 
The test result shows that if market force cannot ensure supply by itself, EU authority will carry out intervention. In its statement, European Commission said, “Practices based on market will be guiding principles while non-market measures (releasing strategic reserves to force energy conversion and restrain demands) will only be launched, when market loses its efficacy.”
 
The statement also said, “The responsibilities of market intervention should be shared together by public authority and industry for carrying out European gas safety program.
 
Russia is the largest gas supplier for EU, which meets about one third of demands. EU can receive about half of gas supply from Russia through the pipes which crossing through Ukrainian.
 
Some analysts point out that some factors may arise in this winter and influence Russian gas supply. Ukraine may hold back part of gas which should be transmitted to Europe to meet its own demands. Russia may also reduce export volume to EU for Ukrainian crisis deteriorating.
