EU, Russia, Ukraine Reached an Agreement on Gas Supply

On September 26, representatives from EU, Russia and Ukraine reached an agreement on gas supply to Ukraine in Berlin, German capital to ensure that Russian can provide gas to EU and Ukraine in this winter.
 
Representative of three parties attended press conference successively after closed-door discussion. Oettinger, the energy commissioner of EU said that three parties initially agreed to reach a temporary agreement. Before the end of this year, Ukraine will pay 3.1 billion dollars of gas debt to Russia. Among, 2 billion dollars should be paid before the end of October. After receiving 2 billion dollars by the end of October, Russia will transmit 5 billion cubic meters of gas to Ukraine.
 
Oettinger said that divergence lay in price, not supply. Three parties will meet again in the next week to discuss about implementing details and signing the agreement in the end. However, Oettinger did not disclose specific time and location for meeting.
 
Novak, the Secretary of the Russian Ministry of Energy stated that main purpose of meeting was to ensure the security of gas supply to EU and Ukraine in this winter. Three parties have reached an agreement on signing solution on gas supply in winter. The validity of contract will last for 6 months.
 
Prodan, the Secretary of the Ukrainian Ministry of Energy & Coal Industry agreed that Ukraine paid 3.1 billion dollars of gas debt to Russia. But he stressed that Russia should ensure the security of gas supply to Ukraine after Ukraine paying 2 billion dollars. He said that three parties would work solution in the next week.  
 
From April to the midmonth of June, Russia, Ukraine and EU had already negotiated several times for gas while any progresses were not made. Ukraine insisted that Russia should reduce price of gas export substantially or else it would refuse to pay for gas debt. Russia agreed to give privilege on gas export to Ukraine. But Ukraine was still unsatisfied with privilege. For constant dispute, Russia announced to carry out supply mechanism of advance payment for supply since September 16.
